Updates to Transferring & Deleting Enrollments

We’ve enhanced system behavior to better handle enrollments that are part of a chain of transferred enrollments. This update ensures more accurate reporting results (namely on the Period Summary Report/FIN-18) and better use of the “First Enrollment” icons when displayed on reports and Office Portal/Staff Portal pages.
